Why the CFO certificate matters at the airport

Online via OF-CORS (digital certificate)

Any eligible applicant who wants to avoid traveling to a CFO office. Best for province residents and those with tight schedules.

Register at the OF-CORS portal (linked from cfo.gov.ph). Create an account, complete the demographic profile, and upload required documents (passport, immigrant visa, supporting documents). Select the Guidance and Counseling Program (GCP), choose a date and time for the online session (conducted via Zoom or similar videoconference), and pay the PHP 400 fee through authorized channels such as GCash, Maya, or over-the-counter partners like Bayad Center. In-person at CFO Manila (physical sticker)

Applicants who prefer or require an in-person session, or who want the physical passport sticker.

Reserve an appointment through the CFO online reservation system (GOAS or OF-CORS). Manila sessions are appointment-only. Bring all required documents. The session runs approximately 4 to 6 hours. After the session, a CFO sticker is affixed to your Philippine passport. Manila CFO is at Citigold Center, 1345 President Quirino Avenue corner Osmeña Highway, Manila.

Manila appointment slots fill up. If you have a departure date within 4 to 6 weeks, book immediately. Sessions at the Manila office are limited to 15 attendees per session.

In-person at CFO Cebu or Clark, Pampanga (walk-in)

Applicants in the Visayas or Central Luzon who can travel to the regional office.

Cebu and Clark accept walk-in clients on a first-come, first-served basis. Arrive early as space is limited. Bring all required documents. The session covers the same material as Manila. CFO Cebu is at the Ground Floor, K&J Building, 4 Don Julio Llorente St., Capitol Site, Cebu City. CFO Clark is in Pampanga.

Walk-in availability means no advance appointment is needed, but slots are still limited by session capacity. Arriving at opening time is strongly advised, especially on peak days.

For CFO and for Bureau of Immigration officers at NAIA, you present a photocopy of the Immigrant Data Summary, made by photocopying through the plastic before the envelope is sealed, or by using the copy that was given to you separately. If you are unsure whether you received a separate copy, ask the U.S. Embassy before leaving. Opening the sealed packet invalidates it.
