The Civil Documents You Need From Ghana for a U.S. Marriage Green Card
A practical guide to the birth, police, and marriage records Ghanaian applicants need for a U.S. marriage green card, and how U.S. consular officers scrutinize them.
Quick answer
For a U.S. marriage green card, the Ghanaian spouse generally needs the Birth Certificate, Police Certificate, and Marriage Certificate. Ghana is not an apostille country, and USCIS generally does not require legalization anyway. The documents are in English, so nothing needs translating.
- 3 core documents
- Birth Certificate
- Police Certificate
- Marriage Certificate
- No apostille needed
For a filing inside the U.S., USCIS accepts a certified copy of the record as issued.
- Documents are in English
Ghana issues these records in English, so there is nothing to translate.
The documents you actually need
Start with these core records in order. Each one lists who issues it, what it costs, how long it takes, and exactly what USCIS wants.
Birth Certificate
What USCIS needs: The U.S. Embassy in Accra treats any birth registered more than one year after the event as unreliable on its own. For a late-registered certificate, bring original secondary evidence such as a clinic weighing card, baptismal certificate, or school records.
How to get it: Apply at a Births and Deaths Registry district office for a Certified Copy of Entry in Register of Births. It is a computer-generated certificate, printed on green A4 paper with a holographic security sticker. If your birth was never registered, you must register it first before a certified copy can be issued.
- Issued by
- Births and Deaths Registry
- Cost
- Approx. GHS 5 for a certified copy of an existing record; late registration adds an approx. GHS 20 penalty (registration within 12 months of birth is free).
- Timing
- About 10 working days for an existing record; roughly 4 to 6 weeks if the birth must be registered late first.
Police Certificate
What USCIS needs: A police certificate is required for consular processing (immigrant visa) applicants, not for adjustment of status filed inside the U.S. If you are already in the U.S. adjusting status, you generally do not need a Ghana police certificate unless a consular officer requests one.
How to get it: Apply online through the Ghana.Gov platform: create an account, select the Police Clearance Certificate service, complete the form, provide fingerprints, and pay the fee. Ghanaians abroad can apply through a Ghana embassy or high commission. Required for anyone age 16 or older who has lived in Ghana for at least 6 months.
- Issued by
- Ghana Police Service, Criminal Investigations Department (Criminal Data Services Bureau)
- Cost
- Approx. GHS 120 for residents; approx. USD 120 for non-residents (confirm the current fee before paying).
- Timing
- About 10 working days; the certificate is valid for 6 months.
Marriage Certificate
What USCIS needs: A registered certificate is what U.S. officers want to see. An unregistered customary marriage, even if valid under custom, is difficult to document; register it and obtain the registry certificate before filing.
How to get it: Ghana recognizes three marriage types: under the Ordinance (a strictly monogamous civil marriage under CAP 127), customary marriage, and Marriage of Mohammedans. Ordinance marriages require giving notice to the district marriage registrar, a 21-day publication period, and issuance of a certificate. Customary marriages are contracted through the couple's families and then registered at the district assembly with a statutory declaration; the registry issues a registration certificate. If you have never been married, provide a sworn single-status affidavit (statutory declaration) before a Commissioner of Oaths.
- Issued by
- Registrar of Marriages (Metropolitan, Municipal, or District Assembly marriage registry)
- Cost
- Approx. GHS 50 to GHS 200 depending on the district assembly and marriage type.
- Timing
- Ordinance marriages take at least 21 days from notice; a certificate for an already-registered marriage is typically issued within a few days.

| Topic | Details |
|---|---|
| Apostille status | Ghana is not a party to the Hague Apostille Convention, confirmed against the HCCH status table, so Ghanaian documents cannot be apostilled. When authentication is needed, documents are attested by the Legal and Consular Bureau of the Ministry of Foreign Affairs and Regional Integration. For a U.S. marriage green card, however, USCIS and consular officers generally do not require an apostille or legalization on Ghanaian civil documents; a properly issued certified copy is what they review. |
| How records are kept | Civil registration is decentralized across Births and Deaths Registry district offices and Metropolitan, Municipal, and District Assembly marriage registries. Late birth registration is common, and both registries have historically been targets of document fraud, so records made long after the event draw extra scrutiny. |
| Typical time to gather | Plan for roughly 2 to 6 weeks to gather documents: about 10 working days each for a birth certificate and police certificate, longer if a birth must be registered late. |
| Translation | English is Ghana's official language, so English-language certificates need no translation. Any document in a local language requires a certified English translation; a competent bilingual person may translate and self-certify their competence and the accuracy of the translation. |

What applicants report
“Applicants consistently report that the U.S. Embassy in Accra asks for secondary proof of birth, so people gather weighing cards, baptismal certificates, and school records early. A common theme is timing the police certificate late in the process because it expires after 6 months, and registering customary marriages at the district assembly rather than relying on an unregistered family ceremony.”

See how it worksFrequently asked questions
Do I need an apostille on my Ghanaian documents for a U.S. marriage green card?
No. Ghana is not part of the Hague Apostille Convention, so Ghanaian documents cannot be apostilled. For a U.S. marriage green card, USCIS and consular officers generally accept properly issued certified copies without an apostille or legalization. This is general information, not legal advice.
My birth was registered years after I was born. Is that a problem?
It can require extra evidence. The State Department treats a birth registered more than a year after the event as not reliable on its own, so you should provide original secondary documents such as a clinic weighing card, baptismal certificate, or school records alongside the certificate.
Do I need a police certificate if I am adjusting status inside the United States?
Usually not. A Ghana police certificate is required for consular processing (immigrant visa) cases, not for adjustment of status filed within the U.S., unless an officer specifically requests one. Confirm your own case type, as this is general information and not legal advice.
We had a customary marriage. Is that enough for the green card?
A customary marriage can be valid, but you should register it at the district assembly and obtain the registry's marriage certificate. U.S. officers want a registered certificate as documentary proof, and an unregistered ceremony is difficult to evidence.
Do my Ghanaian documents need to be translated?
English-language certificates do not need translation because English is Ghana's official language. Any document in a local language needs a certified English translation, and a competent bilingual person may translate it and certify their competence and the translation's accuracy.
